Oleksiy Vorobyov

A solicitor with over 22 years’ experience, holding a Master of Laws and a PhD in Public Management and Administration. He was admitted to the bar in 2006.

Oleksiy Vorobyov specialises in the legal defence of businesses, the enforcement of court judgments, and liaising with public authorities and private enforcement agents.

Between 2015 and 2019, he held senior positions within the State Enforcement Service of the Ministry of Justice of Ukraine, including the post of Director of the Department of the State Enforcement Service of the Ministry of Justice of Ukraine, and played a key role in establishing the institution of private enforcement agents in Ukraine.

In 2025, he obtained a Doctor of Philosophy (PhD) degree in ‘Public Management and Administration’, having defended his thesis at Taras Shevchenko National University of Kyiv on the topic ‘Theoretical Foundations of Reforming the Enforcement Proceedings System: National and International Experience’.

The combination of legal practice, management experience and academic work enables Oleksii to effectively represent business interests in court, in disputes with state bodies, during inspections and in enforcement proceedings, ensuring predictable outcomes and capital protection for clients.
